§ COLOSSEUM / DOCTRINE

Forty-six rules.
Every one cites its source.

The v0.0.4 rule registry behind the Colosseum scorer — 29 verbatim-grounded rules and 17 applied by analogy across reconnaissance, ICU critical care, and structural firefighting. No invented norms. No LLM-as-judge.

Every rule carries an honest provenance flag. GROUNDED rules are near-mechanical translations of retrieved source text; APPLIED rules extend a published source by analogy. The schema still supports NOT_GROUNDED, but v0.0.4 uses none. Full quotations, content hashes, governed tools, and the measured SME-validation ledger ship with the release. Current SME sign-off coverage is 0/46, so this is an auditable research instrument, not a certification gate. Methodology on the Colosseum page.
